The Reading First Impact Study, a study recently released by the Institute of Educational Sciences revealed that students taking part in federal programs have not fared any better than those in other programs. Reading First was started under the No Child Left Behind Act for the purpose of helping improve the reading instruction in the nation’s struggling school. George Miller, the chairman of the House Education Committee stated that the program has been hindered by mismanagement, poor implementation, and gross conflicts of interest. One finding from the study suggests that children are not getting enough exposure to written material. Despite the negative implications, Reading First has resulted in schools’ devotion of increased time to reading instruction, in some cases as much as one extra hour. Critics point out that the extra time has not been well spent. That, if it were, then the results, no matter how mild, would have shown up in the study.
