Obama Outlines Plan for Education Overhaul, N.Y. Times, March 11, 2009, A 14.
President Obama urged states to lift limits on charter schools and improve the quality of early childhood education. The President said he intends to link teacher pay to performance and would cultivate a culture of accountability in schools. He called for closure of charter schools that are not working and wants caps on the number of charter schools erased. The President calls charter schools “laboratories of innovation” and hopes to double financing for these schools eventually. He pledged to pursue programs that would provide incentives and support for teachers, and even back a program that rewards teachers with more money for improved student performance. The president appealed to those on both sides of partisan divisions to compromise. More specifics are to be outlined by Congress soon.
